Russia offers to back Annan's Syria plan at UN

MOSCOW (AP) ? Russia said Tuesday it's ready to support a United Nations resolution endorsing Kofi Annan's plan for settling the Syrian crisis, signaling it is prepared to raise the pressure on its old ally.

Russia's Foreign Minister Sergey Lavrov warned that the resolution shouldn't turn into an ultimatum to the Syrian government, setting the stage for tough bargaining over the wording of the document at the U.N. Security Council. But Lavrov's statement appeared to indicate growing impatience with Syrian President Bashar Assad.

Russia and China have twice shielded Assad's regime from the U.N. sanctions over its yearlong crackdown on protesters, in which more than 8,000 have died. But the Kremlin has also offered strong support to Annan, the former United Nations secretary-general who is joint U.N. and Arab League special envoy.

Annan has met twice with Assad earlier this month and made proposals to end the bloodshed, which haven't yet been made public.

Lavrov said that Annan's proposals should now be unveiled, adding that Moscow stands ready to back a U.N. Security Council resolution supporting it.

"The Security Council should support them not as an ultimatum, but as a basis for the continuing efforts by Kofi Annan aimed at reaching accord between all the Syrians, the government and all opposition groups on all key issues, such as humanitarian corridors, halting hostilities by all parties, the beginning of a political dialogue and offering access to the media," Lavrov said at a news conference following the talks in Moscow with his Lebanese counterpart.

Lavrov said over the weekend that Annan's plan doesn't contain a demand for Assad to step down. On Tuesday, he reaffirmed Russia's call for a simultaneous ceasefire by the government and the opposition forces.

Lavrov also said that a Russian navy oil tanker anchored at the Syrian port of Tartus is on a mission to assist Russian navy ships on anti-piracy patrols in the Gulf of Aden. He scoffed at media reports alleging a Russian military buildup in Syria, saying that the group of servicemen on board the tanker is needed to protect it from pirates in the waters off Africa's coast.

Lavrov's statement followed Moscow's strong call on the Syrian government to open humanitarian corridors that would allow the International Committee of the Red Cross treat the victims of the fighting. Moscow also urged Damascus to grant the Red Cross access to jailed protesters.

While Russia had previously backed the ICRC's call for a cease-fire, Monday's statement from the Foreign Ministry that followed Lavrov's talks with ICRC chief was worded more strongly than the previous ones.

Speaking before Russian Parliament last week, Lavrov criticized Assad for being to slow to implement long-needed reforms and warned that the conflict in the Arab state could spiral out of control.

He also complained in a weekend interview with state television about the "unproportional" use of force by the government troops and said that Moscow disagrees with many of the decisions made by the Syrian leadership.

"We are supporting the need to start a political process, and to do that it's necessary to have a cease-fire first," Lavrov said. "Russia will do everything for that, irrespective of the decisions made by the Syrian government. We disagree with many of those, by the way."

In Brussels, a senior European Union official said Tuesday that all member states may close their embassies in Syria following clashes in an upscale neighborhood of Damascus.

The official, who could not be identified in line with EU rules, said that EU foreign ministers will discuss the situation in Syria, and possible evacuation of diplomats, when they meet on Thursday and Friday.

So far, six EU states have closed their missions in Damascus, and some others, who have maintained presence, have reduced staff.

Indonesia police shoot dead suspected militants in Bali

JAKARTA (Reuters) - Indonesian police shot dead five suspected militants in Bali overnight who had identified and surveyed targets they were planning to attack, the national counter terrorism agency said on Monday, and were linked to the banned Jemaah Islamiah group.

"They have several targets in several locations in Bali. They have surveyed the places," Ansyaad Mbai, head of national counter-terrorism agency, told Reuters by phone.

Mbai described the sites as "typical terrorist targets" but declined to give further details. The group to which the suspects belonged was linked to one that had conducted bank robberies in Medan and paramilitary training in Aceh and in Solo, central Java, he said.

In 2002, night-club bombings in Bali blamed on the al Qaeda-linked Jemaah Islamiah killed more than 200 people, many of them Australian tourists.

That attack was a watershed for Indonesia, which has the world's largest Muslim population, forcing the secular state to confront the presence of violent militants on its soil.

Australian media reported that Indonesia's counter-terror police unit known as Detachment 88 stormed two separate addresses on Bali, in the capital Denpasar and at a hotel in Sanur, on Sunday night.

Three men were killed at the hotel in Sanur, an area popular with foreign tourists, and two at the Denpasar location, media said, quoting Australian Associated Press. (AAP)

"Last night we have paralyzed five criminal perpetrators who were planning to commit terrorist acts and rob foreign currency and gold shops in several locations in Bali," national police spokesman Boy Rafli Amar told Reuters.

"All the suspects died during the raids because they defied or shot back with pistols at the police officers," he said.

He said the five had been followed and were about to rob a foreign exchange bureau and a gold shop when police intervened, he said.

Police confiscated two rifles, two ammunition magazines, 48 bullets and a balaclava, he said.

National police spokesman Saud Usman Nasution said: "This is an Islamic militant group, a splinter group of Jemaah Islamiah who established a training camp in Aceh."

"They were trying to do a heist because they want to collect money for their fight," he said.

AAP quoted another senior police officer as saying it was possible the group had been planning to carry out attacks on Thursday, the eve of Nyepi, or the annual Day of Silence marking Bali's Hindu New Year.

Balinese traditionally hold large parades on the eve of Nyepi, which also draws large numbers of tourists, AAP said.

The killings follow the start of a trial last month of an Islamist militant accused of making the bombs used in the 2002 Bali nightclubs attack.

Umar Patek, who was captured in the same Pakistan town where U.S. forces killed Osama bin Laden, is also accused of mixing chemicals for 13 bombs that detonated in five churches in Jakarta on Christmas Eve, 2000, killing about 15 people.

Security officials say he belonged to Jemaah Islamiah.

School denies American shot in Yemen proselytized

A text message that circulated by mobile phone in Yemen said that "holy warriors" had killed "a senior missionary" in the central city of Taiz, shortly after the teacher was shot dead Sunday by two gunmen on a motorcycle.

It was impossible to confirm the claim of responsibility. Al-Qaida and other militant groups are active in Yemen, which has suffered a breakdown of central state authority during the country's yearlong uprising.

Taiz security director Ali al-Saidi said Monday that the investigation is still ongoing.

A statement from the International Training Development Centre in Taiz identified the victim as Joel Shrum, an American development worker living in Yemen with his wife and two children since 2010.

The school denied that Shrum was proselytizing, saying that he "highly respected" Islam. It said Muslims and Christians work together on "human development, skill transfer and community development" projects there and that religious and political debates are not permitted.

The release said the school "is calling on the Yemeni people to rise up and rejects the hatred and violence in their country."

The (Lancaster) Intelligencer Journal/Lancaster New Era (http://bit.ly/FPIqYv) identified Shrum, 30, as a former resident of the central Pennsylvania town of Mount Joy.

Shrum's father told the newspaper his son loved his job. "He was just motivated by especially seeing people coming out of poverty," James Shrum said.

Joel Shrum had last talked to his family on Friday, discussing a planned vacation together this summer, the newspaper reported.

Shrum was a standout football player at Donegal High School, where former coach Gayne Deshler remembered him as a team-first player. Deshler told the newspaper he worried about Shrum and other family members who did church worker abroad, fearing the kind of violence that took Shrum's life.

"They were the kind of family you could see doing that because they were always more interested in other people than themselves," he said.
